Ability to just spin color wheel

We need to be able to spin the color wheel four (4) times exactly, not just to a specified color.

create another command for rotating the color wheel and use the encoders and a pid loop to and set it to a specific distance. You can calibrate the PID constants with the robot characterization tool built into the wpilib/vscode. Or just pass through a speed and watch the camera. The color wheel rotation is not a high priority at the moment. I'll put priorities on discord.
