Add Swift facility to AEONlib

AEONlib needs to talk to the Swift telescope client library
Update the TOM Toolkit's Swift facility to use AEONlib.

• refactor the client library wrapper, TOMToolkit/tom_swift/swift_apy.py, into AEONlib in some form
• refactor TOMToolkit/tom_swift/swift.py to use the refactored-to-AEONlib swifttools client library wrapper
• update AEONlib demonstration Jupyter notebook to include Swift as an example facility

Depending on the timing of the ACROSS library availability, this item might become a separate issue (so this one can be closed if the items above are completed).

• update AEONlib to use ACROSS client library when it is available
