Ensure that actions on the the APS Evn / Quick PBR Environment presets properly update Detailed Environment Editing Sub-Tabs

Don't know if these are prereqs, but I started with this:

• Set APS / Gen / Graphics Presets to Eye Candy - without Mirrors
• Click all [D] buttons on all tabs

Select Evn / Quick PBR Environment panel:

• Select Sun&Moon sub-tab
• Click Noon. Observe sub-tab settings
• Click Noon again. Observe settings.
• Click Midnight. Observe settings.
• Click Midnight again. Observe settings.
• Click other presets, select Sky and Water presets from spinners. Observe settings.

Behaviors expected:

• Environment lighting changes on first click of a preset.
• Appropriate subtab sliders change on first click of a preset.

Behaviors in error:

• Appropriate subtab sliders do not change on first click of a preset.
