Currently the UI has two joysticks, one for movement and one for aim. If you move outside the circle it detaches from the joystick.
Describe your preferred solution
Instead of checking if the finger is still within bounds, check if finger is still holding and when lift up detached.(Unity allows you detect based on amount of fingers holding and keeps track of fingers using an array.)
If you moving have the joystick increase in size and disable/remove all the other UI elements. This allows two hand system of moving your view with second hand/finger. You can also do if you hold outside the elements for about 250ms~ disable ui and allow one finger aim.
