Chat box for the mute, shy, or speech impeded. #486

Is your feature request related to a problem?
A chat box support for the people who are shy, selectively mute, or have speech impediments would be handy at some point in the future.
Describe your preferred solution
User opens menu, and selects "Chat Box".
If in VR, A querty keyboard pops up for the user to type and send.
If in desktop mode, a visual indicator pops up where the user can then type in the box and hit enter to send.
(Shift Enter to break to a new line.)
Once the message is sent, it pops up above the user's head. A notification sound file gets played above the chat bubble. (customizable sound by user if possible) Default sound would be "Bell.ogg" or something. But if they want an animal crossing sound they can add it them self. (Maybe have a way to check that it does not exceed 3 seconds of audio to prevent abuse) .
Chat box can auto clear or remain until user clears it.
All User's can disable chat box visibility per individual locally.
Extra cool if the reader can select the bubble, and copy text . Useful if someone shares a link to a website or something
