highlighting TOC while scrolling

Highlighting the current section in the TOC is still not working well. For example:

(Also recheck Section 12(?) of sample article, which was the test case for most recent changes.)

Yes, I see that in Firefox.

Seems to be working well (in Chrome this time.) Only goof-up is to click on section ToC for already-visible section, and the highlight goes on first subsection (due to minimal intervening material?). I believe we have conceded this at this stage. I looked at source for paper, and source for sample article. I can't see anything in the markup (but did not look at head). Rob
