Implement "Go to top" functionality

Description:
As a user, I can scroll the projects and use "Jump to" functionality.

Actual result:
When I use "Jump to" functionality, there is no go to top functionality to jump to the top of the page. So I have to scroll up the page.

Expected result:
Add a "Go to top" functionality. As a result, the user can jump to the top of the page.

Steps to reproduce:
1- Go to https://mirror.clarkson.edu/projects/
2- Scroll down the page

Good suggestion. In the past I've seen them done as navbar buttons or a floating widget, I like the latter a bit better. I can have it show in the bottom right corner of the screen when the user scrolls down.
