No binaries attached to v2.28 release

@alexmucde the release of 2.28 contains only source archives in contrast to previous release which also contained binaries for all supported platforms. Is something broken in the pipeline? Are you planning to provide binaries later?

the core issue is that release pipeline is not continously checked since it is a different pipeline

I guess #687 forgot to add changes to release pipeline as well

no, it was #658 that changed ubuntu versions in release pipeline but kept obsolete installation instructions. I even commented on it #658 (comment) back then

I have created a new branch 2.28.X, if some fixies are needed or we want to create a new hotifix release.
