API spec

### User Story
As a developer
I'd like to have an API spec
So that I can know how to use and interact with the API

### Acceptance Criteria
- [ ] `swagger.json` added to the project with the API endpoints fully defined
- [ ] Swagger UI setup on the project to display the spec in an easy to see and use format
- [ ] PR merged to `master`
