[Bug]: When using very low trigger rates with random TC maker, RTCM is not generating TCs #424

Description
When running the NP02 coldbox (first minute of run 40915), there was a run taken with the RTCM with a rate of 0.01Hz, but no TCs were generated. This was only fixed when the rate was changed to 0.1Hz. The changes to the base 5.4.3 vd-coldbox configuration included (and are verifiable from the run registry):
- tBefore = 0.5ms
- tAfter = 2ms
- mlt post processing ticks = 0
- tpg disabled
Steps to reproduce
Setup a 5.4.3 area
Create a run using the NP02 CB with the above instructions.
Observe no TCs being generated with a rate of 0.01 Hz.
