Collecting pressure stall information

I would like to be able to view pressure stall information metrics to diagnose situations where applications are stalled waiting for I/O, memory or CPU.

For systems using cgroupv2, this information is reported per cgroup. Additionally, since Kubernetes 1.34 kubelet also exports these metrics.
