Where should I create a new file to translate the dungeon quests?

Dungeon quests do not appear in Japanese and shown in English instead, so I would like to create a new file to translate them. However, there seem to be no place for the file words.json to be localized in other languages. Could you give us a new folder, or may I do it in CyberCodeOnline/contribution/scenarios/jp ?
