Why is Cargo.lock excluded?

Is there any particular reason for why the Cargo.lock file has been gitignored? I am trying to package this for nix, and if there's no reason in particular for the exclusion, it would really appreciated if the lock file is checked in.

Well, this repository is a detached fork of https://github.com/MaulingMonkey/jni-bindgen, long before https://blog.rust-lang.org/2023/08/29/committing-lockfiles/ was posted. Cargo.lock might be added according to this new suggestion.
