Sound configuration improvements?

• the emulation configuration settings lag behind, requiring a sound driver refresh (F12) in some cases
• with the addition of OPLL custom patches, this becomes more complicated
• we need a more consolidated system of updating the configuration without the aforementioned lag or potential race conditions.
