Note release retriggers when jumping frames

Description

when a note is released, after jumping to a frame with a corresponding empty channel, it briefly plays again, then triggering the release envelope one tick later. this does not happen when playback rolls to the next frame, but when actively jumping from one frame to another.

Steps to reproduce

1. create a new instrument with a release envelope
2. create a frame, place a note with a quick release command after (may be === or Lxx)
3. create an empty frame without any patterns
4. play the first frame, then jump to the second frame
   • this may be done by using a keyboard shortcut ("Go to next frame"/"Go to previous frame"), or by scrolling on the Frame view.
