Some of the Wanted Criminals not showing up

Some of the criminals that are listed won't show up in the list, even after being captured.

I would love to share a list, but apparently, the recent update made access to the file temporarily not possible.

More details could be edited or added after a compatibility update, if needed.

P.S. This is not a new problem, this is something that has been happening since, at least v0.11.2.
