Replicate and investigate resilience to overloading

Recently CUBE has shown overloading in certain contexts:

• chris-stable when catching up on lost analyses
• chris when running large pacs q/r

This issue requires:

1. replicate this overloading behavior on a local instance
2. investigate solutions
