Bitly API v3 being deprecated

As of March, 2020, Bitly will update its API to v4.

@phplicengine - It looks like your library only supports the API Key which is also deprecated. Thoughts?

Our lib is for v4. It supports all methods in bitly v4 doc. https://github.com/phplicengine/bitly
