no NeoForge option on bug report template #979

This issue is going to be untemplated because it's a bug with the GitHub, not with Hexcasting
There is no option for NeoForge when selecting the modloader to create a Bug Report, but there is a NeoForge version of HexCasting. It's probably omitted as this version is in beta, but I still believe it to be good practice to have it as an option.
