No configuration for spawning underwater creatures

When trying to create spawn control settings for underwater creatures, they will never spawn in the water, only on land and underground caves.

Would be great if there were a setting to allow for mobs to spawn only in water.

It would be LIIITTTT if it did work for underwater creatures, that way you could set it up where certain creatures only spawn DEEP underwater giving more reason why someone should go -1000 blocks underwater
