remove patch version constraints for dependencies in `pyproject.toml` in preparation for release

several of the Python dependencies required to build and test a MIxS release are old because the versions were over-constrained

this is especially true for schemasheets

remove the last digit from these sections of pyproject.toml

This could also be an opportunity to upgrade to rdflib 7 and to remove the disabled [tool.poetry-dynamic-versioning] section that got interleaved into the dependency declarations

And to also audit whether we can remove some of the dependencies, especially if we remove some of the non-essential Makefile targets and python scripts
