Pinning Ceramic docs linked from land parcels

• Need to explore the appropriate method for pinning Ceramic docs that are linked from land parcels in the Cadastre
• Options include building an integration with an external service like Pinata, creating our own small hosted service, or requiring the user to create and pin the doc outside of the Cadastre entirely

Pinning a Ceramic doc takes a little more work than pinning an IPFS file. There are multiple IPFS files that make up a Ceramic doc, so existing IPFS pinning services like Piñata would be difficult to use.

A Ceramic node has a pinning API built in. We could provide our own hosted Ceramic node, which would be needed for mobile anyway, with some sort of authentication layer. This should serve the purposes of a testnet Cadastre.
