[Bug] Extension is unable to detect if Apigee Emulator is running with Docker Desktop v29+

Docker Desktop: v29+ (latest)

Client Version - v1.34.1
Kustomize Version - v5.7.1
Server Version - v1.33.2

Description:
The extension is unable to detect a running Apigee Emulator with the latest version of Docker Desktop (v29+), however this does still work with v28.x

Repro step:

1. Install Docker Desktop v29+
2. Start the Apigee Emulator.
3. The Google Cloud Code extension will not show the emulator as running, preventing access to viewing the deployment.
