api删除文件force=false貌似有bug #1125

使用api指定删除任务时候
http://127.0.0.1:9999/api/v1/tasks?force=false,或者默认http://127.0.0.1:29889/api/v1/tasks,删除任务的同时都会删除下载文件.
正常预期应该是默认force或者force=false时,都只是删除任务不删除下载文件
