The current MPIIntel Windows GitHub action uses the MS C compiler. But for the Intel MPI compiler Windows action, we want the C compiler to be Intel to match the MPI compiler, for example, it should report something like:

-- The C compiler identification is IntelLLVM 2025.2.0 with MSVC-like command-line
