Add script to check if the user is being rate limited by Yahoo Finance

Summary

• Rate limiting can become a big issue for the app performance as data fetches can take a long time – see #50
• A script could be run separately to the app in the scripts/ folder, or we could add a note to the user in the UI if the data fetching is taking an unexpectedly long time
