Re-enable CI tests after merging feature/update_to_spack_v1 into spack-stack-dev

With the merge of feature/update_to_spack_v1 into develop, we only have two basic checks in CI testing:

We should try to re-enable all applicable tests that run upstream in spack develop, but definitely the style test. For this, we should switch to pulling in spack develop from upstream instead of releases (see spack-stack issue JCSDA/spack-stack#1767)
