Generated files have incorrect permissions

Problem

(foobar) pkg> resolve
ERROR: SystemError: opening file "/Users/mattbr/Desktop/temp/foobar/Manifest.toml": Permission denied

So it's not lost to the Julia Slack, seems to be an issue w/ my machine.
