Get time from SDPA and CSDP (jump-dev/CSDP.jl#42)

Should this live here or in the wrappers?

I'd measure time right before and right after the inner call to optimize.
Later on we might query separately the build time.

This should work with MOI master and the bl/moiv0.9 branches of each package.
