Update styles for dropdown caret icons

1. Make the kernel dropdown caret icon smaller, make it show up inside the dropdown, and `transform(180)` it when the dropdown is opened/activated
2. Make the download dropdown also have the caret show up inside the dropdown and rotate similarly
