Use permalinks in the Installation steps

I just want to note that several links are broken no longer accurate in the Installations steps because permalinks weren't used.

It might be more appropriate to update the links used as the installation locations referenced may change slightly with each update to pygeoapi. Permalinks are probably a good fallback at least, while waiting for an updated link.
