Editable organization of data portals in ADC catalog #2748

Describe the feature you'd like
We are adding ~15 new data portals to the ADC website that will be linked on our homepage but do not need to be listed at the top of the Data Portals Catalog page
Is your feature request related to a problem? Please describe.
Currently, the most recently edited portals show up first on the data portal catalog page. We'd like to be able to rearrange the order in which the portals are listed.
Additional context
This is in regards to the Sept 2025 ADC homepage revisions.
