Add NOAA Branding

Torey proposes since a lot of other teams using RADFish will require NOAA branding, it would be beneficial to have this be part of RADFish so each app doesn't have to implement separately.

Tony's initial suggestion is that it's a separate package as part of RADFish monorepo that devs can pull in if they require this branding. Exactly implementation to be discussed.

Will this part of the default template? Or should we try out creating multiple templates?
