Update VRX docker

**Describe the bug**
The ROS GPG key inside the Docker image has expired, causing the Dockerfile build to fail.

**To Reproduce**
Steps to reproduce the behavior:
1. Update VRX docker (https://github.com/osrf/vrx?tab=readme-ov-file)
Now using (https://github.com/osrf/vrx-docker)
