Re-implement CSSModuleBuilder as PostCSS processor. #263
Description
Using PostCSS for minifying CSS and inlining imports would be more robust than the regular expressions that the CSSModuleBuilder currently uses, and would make it easier to add functionality simply by adding PostCSS plugins.
