Collect country administrative subdivisions #3
Description
Replace the used ISO 3166-1 alpha-2 country codes by ISO 3166-2 codes to be able to specify also administrative subdivisions of countries.
This would allow it to detect operators in OpenStreetMap that are used in wrong geographic regions. At the moment this is just possible at country level.
