It could be nice to have a notification when a new skill is loaded.

Like OVOS is running but you install a new skill via pip or ggwave, once the skill is installed AND loaded then you get a notification like, "blahblah skill ready to use"

Basically I just installed date-time skill, waited 5 seconds after the installation, asked about time but fallback answered, I had to wait 3 more seconds until I had the loaded successfully in the core logs.

And this was on a laptop, on a Raspberry Pi it could take longer which could make wondering if the skill got installed properly. Nothing critical here, just a user experience.
