Fix PMM-14125: Complete OpenShift Helm tests pipeline implementation

- Add OpenShift CLI installation using shared library
- Install jq dependency for version resolution
- Configure AWS credentials and S3 access for kubeconfig
- Add SCC permissions for PMM deployment
- Fix BATS test permission errors by using writable workspace
- Add comprehensive error handling and debug logging
- Convert to Helm-only testing approach
- Ensure proper tool installation and PATH configuration
