Dynamic permissions per tenant

I want it to see if I can implement something like this in Permify.
My app is a multi-tenant app. Is it possible to use permify to allow users to define custom permissions.
For example, let's say my app has an action to create users.
Is it possible for tenant 1 to define a rule that you can only create users if you are a male and older than 35 and tenant 2 define a rule that says that you can create users if you have the admin role.
Is something like that possible in permify? If I build a custom ui on top of Permify, would I be able to achieve this
