Implement Wisconsin TANF (Wisconsin Works - W-2)

Overview

Wisconsin Works (W-2) is Wisconsin's implementation of the federal Temporary Assistance for Needy Families (TANF) program. W-2 provides cash assistance through placement-based employment services to low-income families with children.

Requirements

Eligibility Rules

  • Gross income ≤ 115% of Federal Poverty Level
  • Resources ≤ $2,500 (with $10,000 vehicle exclusion)
  • Must have eligible dependent child (federal TANF requirement)
  • Citizenship/immigration status check

Income Calculation

  • Earned income: Employment + self-employment
  • Unearned income: All unearned sources
  • Child support disregard: Fully excluded

Benefit Calculation

benefit = placement_amount[placement_type]
  • Placement-based flat payments (not income-adjusted)
  • Automatic placement detection for CMC and ARP

Placement Monthly Benefit Criteria
CSJ $653 Community Service Jobs (default)
CMC $673 Custodial Parent of Infant (child ≤ 2 months)
ARP $673 At Risk Pregnancy (3rd trimester, month 7+)
W2_TRANSITION $608 W-2 Transition (agency assessment)

CMC > ARP > CSJ

W2_TRANSITION requires agency assessment and is not auto-detected.
