Implement Kentucky TANF (K-TAP - Kentucky Transitional Assistance Program)

Overview

Kentucky's cash assistance program for needy families with children, known as K-TAP (Kentucky Transitional Assistance Program).

Requirements

Eligibility Rules

• Gross income ≤ 185% of standard of need (921 KAR 2:016)
• Resources ≤ $10,000 liquid assets
• Must have eligible dependent child (federal TANF requirement)

Income Deductions (921 KAR 2:016 Section 5(3))

Must be applied in this order:

1. Work expense: $175/month (Section 5(3)(a))
2. Dependent care disregard (Section 5(3)(b)):
   • $200/month per child under 2
   • $175/month per child age 2-12 (full-time)
   • $150/month per child age 2-12 (part-time)
3. 50% earned income disregard (Section 5(3)(e)) - for 6 months
4. Child support exclusion: First $50 (Section 5(2)(v))

Benefit Calculation (Section 9(4))

benefit = min(0.55 × (standard_of_need - countable_income), payment_maximum)

• No-income exception: Families with $0 income get full payment_maximum (KRS 205.200(2))
