CI: align with PySATL tools

We have to align our CI with general PySATL CI:

• Set-up ruff
• Set-up poetry
• Set-up sphinx

We also have to make sure that MyPy is working properly and fix some tests problems

Note: current stack: black, isort, mypy; note that black is not running on jupyter notebooks, however it should (we should check, is ruff works with notebooks)
