Reopening a notebook from the running panel doesn't work for jupyter drive managed files.

Under the running panel in JupyterLab, if you select the "Kernels" section and view the files attached to the kernels. If you click on a notebook that is in the jupyter-drives, it doesn't reopen as expected.

Interestingly, the "recently closed" section links lower in that panel do work.

I looked into this a bit and the reason the recently closed tab still works is because the path being used to open the document still has the s3: prefix, but the path used in the kernel panel has it stripped.

The recently closed panel gets the path from StateDB whereas the kernel panel gets the path from the running sessions on the server.

The s3: prefix for the running sessions gets stripped from the path during the Context creation here.

If I replace the path being passed to the sessionContext here with this._path (which still has the s3: prefix) the document opens as expected.
