No contributing guidelines. #28
Description
Repo lacks a CONTRIBUTING.md file (see Setting guidelines for repository contributors - GitHub Docs).
This would help make it easier for new contributors to know what to do in some common cases like issues and PRs.
This isn't really urgent at all, just a small QOL feature for contributors.
