Re:fined no base patch

Before I downloaded this, re:fined worked perfectly fine, but now after I downloaded it, re:fined doesn't work and instead says "no base patch found"

If you followed the setup for refined it self you should already have OpenKH, which leverages this by itself. You should not have needed to download this separately. That said I am unsure if Re:Fined works outside of the OpenKH environment as I believe it relies on Panacea as well as backend.
