Other image-manipulation applications, such as ibisPaint X, include a warp tool which allows directly dragging parts of the image based on brush size, along with expanding and shrinking. I have found no similar tool currently within Image Toolbox.

A warp tool with the aforementioned features (drag, expand, and shrink).
