[BUG] Stations blinking when CT is over the set amount even when there is no work to be done #155

Describe the bug
Stations blinking when CT is over the set amount even when there is no work to be done, for example waiting for pallet or Station not in use. The blinking should be reserved only when StartCleanTime is running.
