[Bug]: graphix-ibmq support is broken

The test test_ibmq_backend fails when qiskit is installed, as noted in #245. We will skip this test in #245 since the failure is not related to the PR, but we should fix support for graphix-ibmq in a separate PR and implement a reverse dependency check to detect such regressions.
