[Bug] Unable to access webdav with WinSCP

it seems that `<ip>:port/webdav/./` works in WinSCP but `<ip>:port/webdav/` doesn't work. The latter gives: 
`PROPFIND '/webdav/', Error#9 Permission Denied`. And further to access file with winscp is still impossible with WinSCP because it use the latter style of path by default.
