Do not block on eventbus publish during evals

await event_bus.publish( is low priority and should be handled in a background thread. Please do not wait for completion critical path of evaluations.

UPDATE_EVAL_RUN and UPDATE_EVAL_SET_RUN events are non blocking.
However we do need to wait for CREATE_EVAL_SET_RUN and CREATE_EVAL_RUN to be protected against potential concurrency issues (i.e. we try to update an eval run before creation)

nevertheless we are waiting for each event to be registered in the eventBus instance so we can wait for all at the end
